Yes. The customizer restyles an existing GoHighLevel agency account; it is not a GoHighLevel licence. If you are starting out, our Get GoHighLevel page lists the plans.

A workspace holds one saved design setup, templates are saved variations you can switch between, and team members are people who can log in to your editor. Brand Sprint has 1 workspace and 3 team members; Agency Takeover has 3 workspaces and 10 team members.
